He holds a MBA from UC Berkeley and is dedicated to driving innovation in credit union banking.

With over a decade of experience in pivotal financial roles, Andrew has significantly shaped the fiscal management of city services. Blending expertise from both public and private sectors, Andrew spearheads critical reforms in accounting practices and financial oversight. His responsibilities include developing robust financial protocols, enhancing transparency, and overseeing a budget exceeding $800 million. Andrew’s leadership is pivotal in ensuring high standards of accountability and strategic financial planning, making a profound impact on the community’s fiscal integrity and health framework.

Ben Kurko has been a volunteer with San Francisco Federal Credit Union since 2014, serving on the Supervisory Committee as both Secretary and Chair, and has been on the Board since March 2017. An East Bay Area native, he migrated to San Francisco at the beginning of his professional career to work for the State of California at the Department of Business Oversight, where he was a Senior Financial Institutions Examiner responsible for performing examinations of California State chartered credit unions. Ben currently is a supervisor at RGL Forensics, a global forensic accounting firm.

Celeste Fehely is a champion of enhancing the member journey, with 25 years of experience in banking, sales, operations, and customer experience. She has worked in major markets across the U.S., bringing a deep understanding of financial services and member needs. Passionate about innovation, she has led digital transformation and process improvements that elevate service delivery. Celeste holds a degree from the University of New Orleans and an MBA from St. Mary’s College of California.

Celia Tanaka is a human resources leader with over 23 years of experience in the credit union industry. She specializes in talent development, organizational strategy, and workplace culture, ensuring teams thrive in dynamic environments. With extensive expertise in HR compliance, leadership training, and employee engagement, Celia plays a key role in fostering a strong, people-first workplace. She holds an MA degree from California State University, Long Beach, and holds multiple HR certifications, including SPHR and SHRM-SCP. Celia is dedicated to empowering employees and driving organizational success.

Chanda Ikeda’s distinguished decade in public service profoundly influences San Francisco’s local governance and community support through her consultancy. As a member of our Supervisory Committee, her expertise in public administration and dedication to governance reform are invaluable. Her holistic approach to leadership exemplifies the significant impact committed governance can have on community welfare.

David Huebner has been elected as the Board Chair of the San Francisco Federal Credit Union, starting in 2024. Since joining the Supervisory Committee in October 2018, Huebner has demonstrated a steadfast dedication to the credit union, significantly contributing to its community and operational strategy. His background in technology and strategic planning, particularly in improving hiring strategies and organizational development, aligns perfectly with the credit union’s goals. Huebner’s extensive experience across various industries, including his work with tech giants, has equipped him to lead the credit union towards innovative successes and enhanced member services.

Edmond Sahakian brings over 30 years of experience in credit management, compliance, and enterprise risk management. He has led risk functions at multi-billion-dollar banks and credit unions. Edmond holds a Bachelor of Arts from California State University, Northridge, and is a graduate of the Pacific Coast Banking School. His leadership enhances the Credit Union’s risk management framework and operational integrity.

Efton Hall, Jr. is a veteran healthcare executive and executive search leader with over 20 years of C suite recruiting experience and two decades in senior hospital administration. His career features major accomplishments, including organizing a pioneering physician partnership to acquire and develop a hospital, leading a successful bond initiative and hospital construction effort, and driving industry leading diversification and growth. In executive search, he built one of the Pacific Region’s top-ranked healthcare and public sector recruiting practices, completing hundreds of retained searches for major U.S. health systems and public entities. Most recently he served as Senior Vice President, Healthcare and Public Sector Practice at Berkeley Search Consultants, and transitioned to Founder Emeritus in 2025. Efton previously served on the Board of the California Association of Healthcare Leaders. He holds a BA from Stanford University and an MPH from UC Berkeley.
